PRECIOUS-Gold gains on physical demand, but ETF outflows persist

SINGAPORE, May 29 (Reuters) - Gold edged higher on

Wednesday, supported by strong physical demand after prices fell

1 percent the previous day, but gains are likely to be limited

by persistent outflows from exchange-traded funds.

FUNDAMENTALS

* Spot gold rose 0.2 percent to $1,382.89 an ounce by

0029 GMT, after falling to $1,373.14 on Tuesday.

* U.S. gold rose 0.3 percent to $1,382.50.

* Wall Street rallied on Tuesday after data showed that U.S.

consumer confidence in May was the highest in more than 5 years,

while home prices accelerated in March by the most in nearly

seven years.

* Bank of America Merrill Lynch lowered its gold and silver

price forecasts for 2013, citing weak fundamentals and lack of

investment buying. The bank now expects gold prices to average

$1,478 an ounce in 2013, 12 percent below its prior forecast of

$1,680.

* South Africa may take unspecified "interventions" in the

gold and platinum sectors as part of a state plan to maintain

the viability of the industries, mines minister Susan Shabangu

said on Tuesday.

* The U.S. Mint is resuming sales of its small American

Eagle gold bullion coins, a further sign that a coin-buying

frenzy has started to fade after investors took advantage of

bargain prices following gold's historic two-day sell-off in

mid-April.

The U.S. Mint, one of the world's largest gold and silver

coin producers, had halted sales of its small gold bullion coins

last month as surging demand depleted its inventory.

* Holdings in SPDR Gold Trust, the world's largest

gold-backed exchange-traded fund, fell to 1012.25 tonnes on

Tuesday, their lowest since February 2009.

NASA's Aqua satellite captured an image of System 92E, a tropical low pressure area that is ripe for development into a tropical depression and tropical storm, as it continues to develop near to southwestern Mexico.

System 92E may organize more and become Tropical Storm Barbara later on May 28 as it continues organizing near the southwestern Mexican coast. When NASA's Aqua satellite flew over System 92E on May 28 at 07:17 UTC (3:17 a.m. EDT), the Atmospheric Infrared Sounder (AIRS) instrument aboard Aqua captured an infrared image of the storm. AIRS measured cloud top temperatures as cold as -63 Fahrenheit (-52 Celsius), that were indicative of high, strong thunderstorms with the potential to drop heavy rain. Those storms stretched over open waters west of Punta Escondida southward to Salina Cruz.

System 92E appears almost stationary, and the National Hurricane Center (NHC) expects the low to continue consolidating. Shower and thunderstorm activity continues to gradually increase today, May 28. System 92E's center is about 200 miles south of Salina Cruz, Mexico.

The NHC expects System 92E to become Tropical Storm Barbara late in the day on May 28, before it makes landfall later along the southwestern coast of Mexico. Tropical Storm Warnings could be posted later in the day and heavy rains are expected over southern Mexico and western Central America during the next few days.

GOP continues to slam new Obama war approach

(AP) ? Republicans keep slamming President Barack Obama's push to move the government away from a war footing and refine and recalibrate counterterrorism strategy.

Capitol Hill Republicans like Sen. Lindsey Graham of South Carolina say Obama is projecting weakness at a time when the United States needs to show resolve against terror networks like al-Qaida.

The South Carolina Republican said Sunday that "at a time when we need resolve the most, we're sounding retreat."

Obama gave a major speech Thursday in which he said al-Qaida is "on the path to defeat" and he's signaling that he's reluctant to commit troops overseas to conflicts like Syria or other countries struggling with instability in the uncertain aftermath of the Arab Spring. He's also modifying policies on the use of unmanned drone aircraft to try to limit civilian casualties and is redoubling his longstanding ? but so far unfulfilled ? promise to close the prison at Guantanamo Bay, Cuba, where many terrorism suspects are being held without formal charges.

Obama is trying to recast the image of terrorists from enemy warriors to cowardly thugs and move the United States away a state of perpetual war.

But Graham said Obama is displaying a "lack of resolve" despite a slew of concerns in the Middle East, including civil war and chemical weapons in Syria and threats to Israel from Syria's unrest and Iran's nuclear program.

"We show this lack of resolve, talking about the war being over," Graham said. "What do you think the Iranians are thinking? At the end of the day, this is the most tone-deaf president I ever could imagine."

"I see a big difference between the president saying the war's at an end and whether or not you've won the war," said Sen. Tom Coburn, R-Okla. "We can claim that it's at an end, but this war's going to continue. And we have still tremendous threats out there, that are building, not declining, building, and to not recognize that, I think, is dangerous in the long run and dangerous for the world."

Sen. Dick Durbin, D-Ill., defended the president, reprising Obama's theme that maintaining a wartime posture runs the risk of compromising U.S. principles.

"If we're constantly thinking of this as a war, we stand a chance of doing things that compromise our freedoms," Durbin said.

Obama ally Sen. Charles Schumer, D-N.Y., said that "having transparency, having rules and engaging other activities other than military to help curb the war on terror ? diplomacy, economic sanctions and things like that ? is going to be useful as well. So I think the president did a very, very smart pivot, realizing we're not going to let up on terrorists, but at the same time we're going to meet the changes in the world."

Graham and Durbin spoke on "Fox News Sunday." Schumer and Coburn spoke on CBS' "Face the Nation."

Computers See Faces in the Clouds, Just Like You

Humans are all about pattern recognition: we want?and maybe need??to believe that there?s order and meaning behind everything we see and do in life. The future is divined in teacups, superstitions are put on random objects, and?of course?we see ourselves in everything around us. Like the sky.

Shinseungback Kimyonghun, a Seoul-based tech art collective, focus largely on computer vision, so most of their work take the form of script, with results that often verge on poetic. Their latest project, Cloud Face, uses facial recognition to capture wisps and puffs of vapor that?for a brief instant?converge to form the likeness of a human face.

Speaking over email today, the artists explained that the idea came about after they attempted to capture real human faces using a webcam strung to the end of fishing rod, hanging out a window. It returned a fair number of human visages?but it also picked up trees, grass, and random inanimate objects that the software recognized as human-enough. ?I looked up in the sky and thought ?What if I use this error and have it find faces in clouds??,? Kim Yong Hun remembers. ?The discovery of the error led me to explore computer?s vision itself.?

So the duo set out to build a system that would capture cloud faces automatically. They built a custom script using Processing and the OpenCV facial detection library, and set up a DSLR pointed at the sky, which transmitted images to a computer where the program was running. Then, they sat back and let the magic happen:

As soon as I opened my eyes in the morning I would check out the sky if it had a 'proper' pattern for face detection... The faces used in the 'Cloud Face' composition were selected by us manually. That means the faces are agreed upon as face by the computer vision and our vision.

They ended up capturing over 150,000 images of the sky?in which their script detected 1,000 faces. Which isn?t a bad ratio, considering the odds?

Cloud Faces builds on research being done by scientists who are interested in why?and how?our brains are so good at seeing faces in things like clouds, toast, and rotting wood. A 2007 article in The New York Times spoke to several scientists working on facial recognition, at least one of which argued that it represents a crucial piece of human evolution:

Dr. Sinha of M.I.T. says that whether the hair-trigger response to faces is innate or learned, it represents a critical evolutionary adaptation, one that dwarfs side effects like seeing Beelzebub in a crumpled tissue. ?The information faces convey is so rich ? not just regarding another person?s identity, but also their mental state, health and other factors,? he said. ?It?s extremely beneficial for the brain to become good at the task of face recognition and not to be very strict in its inclusion criteria. The cost of missing a face is higher than the cost of declaring a nonface to be a face.?

So before you tell Shinseungback Kimyonghun to get their heads out of the clouds, consider this: they're just forwarding the project of human evolution?albeit with the help of a piece of script.

Golson suspended for poor academic judgment

(AP) ? Everett Golson is out for at least the fall semester at Notre Dame, saying he has been suspended by the university for what he called poor academic judgment.

"I take full responsibility for my poor choices and will do all that is asked of me to regain the trust of my family, friends, teammates, coaches and the entire Notre Dame community," he wrote in a letter released Sunday by the university.

Golson was officially no longer enrolled at Notre Dame as of Friday, university spokesman Dennis Brown said Saturday night.

Golson helped the Irish go 12-0 during the regular season last year, regain the No. 1 ranking for the first time in nearly two decades and get to the national title game against Alabama in January. Coach Brian Kelly was counting on him to play an even bigger role in 2013 after his play steadily improved throughout last season.

Golson did not specify what he did to get suspended, and wrote that he understands his integrity could be in question.

"But I want to reassure my supporters that through this experience I will return a better student athlete as well as a better individual," he said.

He said he chose to attend Notre Dame because of its mission to develop him both on and off the field.

"My parents and the community I grew up in have instilled values in me that have and will continue to allow me to be successful in the future. There have been many lessons learned as I worked to become the starting quarterback at Notre Dame and each was a result of Coach Kelly's belief in me as an athlete and a person," he wrote.

He also thanked the university for the opportunity it already has given him and the opportunity to retain his eligibility in January.

"At this point, I understand how my integrity could be in question but I want to reassure my supporters that through this experience I will return a better student athlete as well as a better individual," Golson said. "Lastly, I want to thank the University of Notre Dame for the opportunity already granted and also the opportunity going forth to regain my eligibility in the winter of 2014."

Golson did not respond to telephone or text messages left by The Associated Press.

Athletic Director Jack Swarbrick declined to elaborate on Golson's situation earlier in the day. Brown said the university would have nothing to add to Golson's statement.

Golson's abrupt exit leaves the Irish unsettled at a position they were hoping would be a strength in 2013. The most likely replacement is Tommy Rees, the 2011 starter who played key roles in four victories last season when Golson either struggled or was injured.

Golson completed 58.8 percent of his passes last year for 2,405 yards with 12 touchdown passes and six interceptions. He also ran for 298 yards and team-high six touchdowns.

Notre Dame also has Andrew Hendrix, a senior with no starts, and freshman Malik Zaire at quarterback.

So now quarterback is question mark for the Irish and Golson's future with Notre Dame is uncertain.

One thing is clear: The good feelings in South Bend produced by the best Notre Dame football season in more than two decades have been muted by everything that has come after 12-0.

It started with an embarrassing 42-14 loss against Alabama in the BCS title game, when the Crimson Tide scored on their first three possessions and jumped to a 35-0 lead.

That was quickly followed by news Kelly had interviewed for the vacant Philadelphia Eagles job the day after the BCS game.

Then the bizarre.

Part Manti Te'o's inspirational story turned out to be the result of an elaborate hoax. The dead girlfriend that supposedly inspired throughout his Heisman Trophy run did not exist. He had been duped and embarrassed.

Since then, it's been a series of smaller setbacks.

In March, Kelly announced Gunner Kiel, one of the top-rated quarterbacks coming out of high school a year ago, was leaving before even trying to challenge Golson for the starter's job during spring practice. Kiel transferred to Cincinnati.

NCAA rules would permit Kiel to return, but texted "I'm a Bearcat" to The (Cincinnati) Enquirer.

Then came reports that standout defensive lineman Eddie Vanderdoes from Auburn, Calif., a five-star recruit who signed a letter of intent in February with Notre Dame, was having second thoughts about playing for the Irish.

Though none of those problems will affect the Irish this season like not having Golson.

Official: Woman killed in San Antonio flooding

SAN ANTONIO (AP) ? A woman has been killed in flooding in the San Antonio area.

San Antonio Fire Department spokesman Christian Bove says the woman was trapped in her car, got on the roof and was swept away in floodwaters. He says her body was later found against a fence.

Bove says rescue workers are searching for a second person who's missing after being trapped in another car.

Bove says about 130 people have been rescued from their homes and cars in the San Antonio area. He says water is up to 4 feet high in some homes.

The San Antonio International Airport by Saturday afternoon had recorded nearly 10 inches of rain since midnight. It's caused nearly all streams and rivers to flood.

French soldier stabbed while on patrol near Paris

PARIS (Reuters) - A French soldier patrolling a business neighborhood west of Paris was stabbed in the neck and injured on Saturday by a man who fled the scene and is being sought by police, President Francois Hollande said. The 23-year-old was patrolling in uniform with two other soldiers as part of France's Vigipirate anti-terror surveillance plan when he was approached from behind around 6 p.m. and attacked with a knife or a box-cutter.

French police search for man who stabbed soldier

PARIS (AP) ? French anti-terrorism investigators were searching Sunday for a man who stabbed a soldier in the throat in the commercial district of La Defense outside Paris.

The 23-year-old soldier, Cedric Cordier, was in uniform patrolling the busy underground corridors where shops and crowded public transport lines converge beneath the famous Arch of La Defense.

Saturday's stabbing came days after a British soldier was hacked to death on a London street in broad daylight in a suspected terrorist attack that has raised fears of potential copycat strikes. However, there was no immediate confirmation of any link between the two attacks.

Cordier remained hospitalized Sunday but officials said his throat wound wasn't life-threatening.

The French soldier was on a group patrol as part of a national protection program when he was attacked from behind.

France's defense minister, Jean-Yves Le Drian, who visited Cordier at the hospital Saturday evening, said that he had been targeted because he was a soldier.

Speaking shortly after the attack while on an official visit to Ethiopia, French President Francois Hollande said that while "all hypotheses" will be investigated, there didn't appear to be a link with Wednesday's deadly attack in London.

French security forces have been on heightened alert since their country launched a military intervention in the African nation of Mali in January to regain territory seized by Islamic radicals. British Prime Minister David Cameron was himself in Paris meeting with Hollande when he first received word of the London attack.

Last year, three French paratroopers were killed by a man police described as a French-born Islamic extremist who then went on to strike a Jewish school in the south of France, killing four more people.

Exploring friction by simulating toy-like systems

Things not always run smoothly. It may happen, actually, that when an object slides on another, the advancement may occur through a 'stop and go' series in the characteristic manner which scientists call "stick-slip", a pervasive phenomenon at every scale, from earthquakes to daily-life objects, up to the "nano" dimension. Davide Mandelli, Andrea Vanossi and Erio Tosatti of the International School for Advanced Studies (SISSA) of Trieste have studied the conditions in which at the nanoscopic level the switch from smooth sliding to stick-slip regime occurs, simulating 'toy-like' systems of 'cold ions'.

"Our studies are based on the research on trapped cold ions. Before we did, such methodology had never been applied to the field of friction", explains Tosatti. "These are experimental studies I call 'toy-like' because they are models employed to explore reality, in the same way as a Lego little house may be used as the model of a real house. We have simulated such systems and used them in our field of research." Tosatti is the coordinator of the research, which appeared in the scientific journal Physical Review. The study, besides SISSA, also involves the Centro Democritos of Officina dei Materiali CNR-IOM.

The three scientists have simulated the sliding of a one-dimensional ion chain of finite length on a substrate generated by laser beams (an optical lattice).

"The lattice forms a periodic sequence of 'barriers' and 'holes', whose depth determines the behavior of the ion chain when advancing on the substrate pulled by an electric field," explains Mandelli, a student at SISSA. When the holes are shallow technically speaking, when the amplitude of the corrugated potential is small enough the ion chain can slide in a continuous manner, while when they are deeper the movement of the ions appears more restrained, and thus the stick-slip regime is observed." Another interesting observation" adds Mandelli "regards the role of the chain's inhomogeneity, as a consequence of which some areas get more or less stuck on the substrate. As a consequence, before the sliding process starts, internal 'adjustments' occur in which few ions move in the direction of the pulling force. Also this phenomenon has been observed at macroscopic scales."

In a 2011 study Tosatti e Vanossi had already employed such model to study static friction. With this work they have extended their observations to the field of dynamics.

"Such studies are important for two reasons", explains Mandelli. "On one side, the stick-slip is a complex phenomenon that occurs at every scale whose dynamics are still little-known. Just try to imagine how important it is to understand it from a geological viewpoint, for instance. On the other, with the development of nanotechnologies also from an application point of view it becomes fundamental to know the details of the interaction mechanics of molecules and atoms."

On the connection between mesoscale and nanoscale friction Tosatti and Vanossi have recently published also a "colloquium" (a series of articles in scientific reviews) in the international journal Reviews of Modern Physics. Such research line carried out at SISSA has been recently awarded with a 5-year Advanced Grant by the European Research Council.

(AP) ? A truck hauling a too-tall load of drilling equipment hit an overhead bridge girder on the major interstate between Seattle and Canada, sending a section of the span and two vehicles into the Skagit River. All three occupants suffered only minor injuries.

It happened about 7 p.m. Thursday on the north section of the four-lane Interstate 5 bridge near Mount Vernon, about 60 miles north of Seattle and 40 miles south of the Canada border, and disrupted travel in both directions.

The Washington State Patrol said the truck the driver works for Mullen Trucking in Alberta. The tractor-trailer, which was marked as an oversize load, was hauling a housing for drilling equipment Vancouver, Wash., when the top right front corner of the load struck several trusses on the north end of the bridge, the patrol said.

The driver, William Scott, of Spruce Grove, Alberta, near Edmonton, voluntarily gave a blood sample for an alcohol test and was not arrested.

Initially, it wasn't clear if the bridge just gave way on its own. But at an overnight news conference, Washington State Patrol Chief John Batiste blamed it on the too-tall load. The vertical clearance from the roadway to the beam is 14.6 feet.

The truck made it off the bridge and the driver remained at the scene and cooperated with investigators. Two other vehicles went into the water about 25 feet below as the structure crumbled. Three people were rescued and were recovering Friday.

The trucking company said it received a state-issued permit to carry its oversized load across the bridge.

Ed Scherbinski, vice president of Mullen Trucking, said in an interview with The Associated Press that the Washington state Department of Transportation had approved of the company's plan to drive a piece of drilling equipment along Interstate 5 to Vancouver, Wash.

He also said the company hired a local escort to help navigate the route.

Scherbinski said company officials are as bewildered as everyone else. He said he's not sure whether the Mullen Trucking vehicle was the cause of the collapse, but the driver could see the bridge falling in his rearview mirror.

Cynthia Scott, of Spruce Grove, Alberta, said she spoke with her husband moments after he saw the bridge fall into a river in his rear-view mirror. Cynthia Scott said there was a small ding in one of the front corners of the load.

Dave Chesson, a state DOT spokesman, said there were no signs leading up to the bridge warning about its clearance height.

Traffic could be affected for some time. The bridge is used by an average of 71,000 vehicles a day, so the roadblock will cause a major disruption in trade and tourism between Seattle and Vancouver, British Columbia.

The Washington Transportation Department has set up detours. The closest bridge nearby is mostly used for local traffic between Mount Vernon and Burlington. The department also is recommending detours using Highway 20 and Highway 9 that add tens of miles to a trip. Drivers are urged to avoid the area if possible, especially over the Memorial Day weekend.

Francisco Rodriguez, of Burlington, looked at the damage Thursday evening and realized the area has lost an important transportation link.

"Well, very important, I mean everybody goes through here, everybody goes to Canada, Canadian side. Myself, I drove it every day, twice a day," he said.

Dan Sligh and his wife were in their pickup on Interstate 5 heading to a camping trip when a bridge before them disappeared in a "big puff of dust."

"I hit the brakes and we went off," Sligh told reporters from a hospital, adding he "saw the water approaching ... you hold on as tight as you can."

Sligh and his wife were taken to Skagit Valley Hospital with non-life-threatening injuries. The other man was reported in stable condition at United General Hospital in Sedro-Woolley, hospital CEO Greg Reed said.

The bridge was inspected twice last year and repairs were made, Transportation Secretary Lynn Peterson said.

"It's an older bridge that needs a lot of work just like a good number of bridges around the state," she said.

The National Transportation Safety Board was sending an investigative team.

Jeremiah Thomas, a volunteer firefighter, said he was driving nearby when he glimpsed something out of the corner of his eye and turned to look.

"The bridge just went down, it crashed through the water," he said. "It was really surreal."

Crowds of people lined the river to watch the scene unfold.

"It's not something you see every day," said Jimmy O'Connor, the owner of two local pizza restaurants who was driving on another bridge parallel to the one that collapsed. "People were starting to crawl out of their cars."

The bridge was not classified as structurally deficient, but a Federal Highway Administration database listed it as being "functionally obsolete" ? a category meaning that the design is outdated, such as having narrow shoulders and low clearance underneath.

The bridge, which was inspected last August and November, was built in in 1955 and had a sufficiency rating of 47 out of 100 at its November 2012 inspection, Transportation Department spokesman Noel Brady said Friday. The state average is 80, according to an Associated Press analysis.

Washington state was given a C in the American Society of Civil Engineers' 2013 infrastructure report card and a C- when it came to the state's bridges. The group said more than a quarter of Washington's 7,840 bridges are considered structurally deficient or functionally obsolete.

The bridge was 1,112 feet long and 180 feet wide, with two lanes in each direction, Brady said. There are four spans, or sections, over the water supported by piers. The span on the north side is the one that collapsed. It's a steel truss bridge, meaning it has a boxy steel frame.

The mishap was reminiscent of the August 2007 collapse of an I-35W bridge in Minneapolis that killed 13 people and injured another 145 when it buckled and fell into the Mississippi River during rush-hour.

Sligh was thankful.

His wife was "doing OK" and he had "lots of cuts," he said. "You're kind of pinching yourself and realize you're lucky to be alive."

Willis still leading State Open golf

Garrett Willis, who sometimes plays the top PGA tours and worked briefly in the Chattanooga area after his outstanding college golf career at East Tennessee State, has led the first two rounds of the SunTrust State Open Championship at Nashville's Gaylord Springs Golf Links. The STK984-09 is a 3-phase BLDC motor driver hybrid integrated circuit (HIC) that features a pre-driver and power MOSFET. Low cost design is possible because the price of one switch is comparable to a tactile switch.

The LC74900 is a LCD processor LSI for small size display that can input digital video signals from the main controller to display on the car navigation screen. It is optimized for car navigation systems and display audio systems, featuring a variety of picture quality adjustment functions for enhanced video quality and content-adaptive backlight control (CABC) for reducing power consumption.

The latest mortgage rates data from the Mortgage Bankers Association shows that the average rate for a 30 year fixed rate mortgage jumped 11 basis points to 3.65 percent since last week while the purchase application volume declined 3 percent.

The?Mortgage Bankers Association?(MBA) publishes the?results of a weekly applications survey?that covers roughly 50 percent of all residential mortgage originations and tracks the average interest rate for 30 year and 15 year fixed rate mortgages as well as the volume of both purchase and refinance applications.?
