Bill AB266 could extend HOV lane access for green cars by 10 years in California

One of the most sought after incentives for green(er) cars in California are the white, green and yellow stickers that give access to the high occupancy vehicle (HOV) lane even if you don't have the required number of passengers. The yellow sticks (shown above) that were once given to the most fuel-efficient hybrids expired in 2011, but the white stickers for electric, natural gas, and hydrogen vehicles are still offered, though time is running out. If nothing is done, the program will expire on January 1, 2015, and then it's "bye bye" carpool lane.

California Assemblyman Bob Blumenfield doesn't want to see that happen. He introduced a bill called AB266 that would extend by 10 years the duration of the HOV sticker program to January 1, 2025.

Under the current program, "white" stickers are given to zero-emission vehicles that include all battery electric vehicles as well as natural-gas and hydrogen powered vehicles, while "green" stickers are given to plug-in hybrids and range-extended electric cars that have both battery propulsion and a gasoline engine.

This extension would be a relatively low-cost way for California to not only improve the state's vehicle fleet, but also to help the development of green(er) vehicles. The hardest thing with a new technology is to get through the early low-volume high-price phase; once that's over, you get economies of scale and incremental technological improvements to help you reduce cost, which means that a lot more people can afford to buy your products. By making plug-ins more attractive to Californians, this would help the whole industry keep moving toward EV and PHEVs that are more affordable and better -- battery technology will no doubt keep improving, as will power electronics and software, and fast-charging stations will pop all over, making even long trips easy.

Nursing home chain settles with state over poor patient care ...

Hit with dozens of citations over poor patient care, a company that operates 20 nursing homes in Los Angeles County and elsewhere in California will increase its staffing levels under a settlement with the state attorney general?s office.

As part of the agreement, an independent monitor will ensure that Skilled Healthcare Group Inc. complies with state staffing laws, Atty. Gen. Kamala Harris?s office said Friday.

?This is a case about neglect and abuse of California?s elders by a facility that was supposed to protect and care for them,? Harris said in a statement. ?At a time when California?s elderly population is growing twice as fast as the general population, family and friends should have peace of mind that their loved ones are being well cared for when they are in a nursing home setting.?

Attempts to reach a Skilled Healthcare representative for comment were unsuccessful.

According to Harris? office, the state Department of Public Health issued 76 citations to the company?s nursing homes from 2008 to 2012. They alleged that patents had been subjected to conditions such as pressure ulcers, dehydration, malnutrition and over-medication, largely because of inadequate staffing.

The independent monitor will conduct surprise inspections and make reports to the attorney general?s office for two years. Skilled Healthcare will pay the $350,000 annual cost of the monitor.

In addition to Los Angeles, Skilled Healthcare and its subsidiaries operate homes in Fresno, Orange, Riverside and Santa Barbara counties, with a combined 2,360 beds.

Cincinnati gov't. contractor draws Uncle Sam's ire ? Business ...

Cincinnati-based Meyer Tool has agreed to pay $325,000 to settle race discrimination charges leveled by the U.S. Department of Labor?s Office of Federal Contract Compliance Pro??grams (OFCCP). The OFCCP claims the company systematically discriminated against black applicants.

The investigation found that 60 black applicants who were rejected for entry-level machinist positions were actually well-qualified. They will split the settlement amount, and 11 class members will be offered jobs at the plant.

Additionally, the company will maintain legally required employment records, provide equal employment opportunity training to all employees involved in the hiring process and submit detailed progress reports to OFCCP over the two-year span of the settlement agreement.

The OFCCP has powers similar to those of the EEOC. It enforces anti-discrimination and anti-harassment laws for contractors that do business with the federal government. Meyer Tool fell under OFCCP jurisdiction because it worked on a U.S. Army contract during the time the investigation took place.

Note: Companies that do work for state or federal government face an extra level of scrutiny. They not only have to comply with Title VII, but must also meet separate standards for public contractors.

Obama wants gun violence measures passed in 2013

(AP) ? Recalling the shooting of 20 first graders as the worst day of his presidency, President Barack Obama on Sunday pledged to put his "full weight" behind a legislative package next year aimed at containing gun violence.

In an interview with NBC's "Meet the Press," Obama voiced skepticism about proposals to place armed guards at schools in the aftermath of the Dec. 14 deadly assault at Sandy Hook Elementary School in Newtown, Conn.

In his boldest terms yet, he vowed to rally the American people around an agenda to limit gun violence and said he still supports increased background checks and bans on assault weapons and high capacity bullet magazines.

"It is not enough for us to say, 'This is too hard so we're not going to try,'" Obama said. "So what I intend to do is I will call all the stakeholders together. I will meet with Republicans. I will meet with Democrats. I will talk to anybody.

"I think there are a vast majority of responsible gun owners out there who recognize that we can't have a situation in which somebody with severe psychological problems is able to get the kind of high capacity weapons that this individual in Newtown obtained and gun down our kids. And, yes, it's going to be hard."

Obama's comments come as the schoolroom shooting has elevated the issue of gun violence to the forefront of public attention.

Six adults also died at the school. Authorities say the shooter killed himself and also killed his mother at their home.

The slayings have prompted renewed calls for greater gun controls. The National Rifle Association has resisted those efforts vociferously, arguing instead that schools should have armed guards for protection.

"I am skeptical that the only answer is putting more guns in schools," Obama said. "And I think the vast majority of the American people are skeptical that that somehow is going to solve our problem."

Obama said he intended to press the issue with the public.

"Will there be resistance? Absolutely there will be resistance," he said.

"The question then becomes whether we are actually shook up enough by what happened here that it does not just become another one of these routine episodes where it gets a lot of attention for a couple of weeks and then it drifts away. It certainly won't feel like that to me. This is something that - you know, that was the worst day of my presidency. And it's not something that I want to see repeated."

Besides getting gun violence legislation passed next year, Obama also listed immigration as a top priority for 2013 as well as deficit reduction. A big deficit reduction deal with Republicans proved elusive this month and Obama is now hoping Senate Democratic and Republican leaders salvage a scaled back plan that avoids across the board tax increases for virtually all Americans.

He issued a defense of former Republican Sen. Chuck Hagel of Nebraska, who has been mentioned as one of the leading candidates for new secretary of defense.

Hagel, who opposed President George W. Bush's decision to go to war with Iraq, has been criticized in conservative circles for not being a strong enough ally of Israel. Many liberals and gay activists also have banded against him for comments he made in 1998 about an openly gay nominee for an ambassadorship

Obama, who briefly served with Hagel in the Senate, stressed that he had yet to make a decision on a secretary of defense but said called Hagel a "patriot."

"He is somebody who has done extraordinary work both in the United States Senate," he said. "Somebody who served this country with valor in Vietnam. And is somebody who's currently serving on my intelligence advisory board and doing an outstanding job."

He noted that Hagel had apologized for his 14-year-old remark. "And I think it's a testimony to what has been a positive change over the last decade in terms of people's attitudes about gays and lesbians serving our country," Obama said.
